Fengxian District has released management regulations for skid-mounted diesel stations within enterprises, detailing registration and safety requirements.

Shanghai's Fengxian District has issued the "Management Measures for Skid-Mounted Diesel Refueling Devices Inside Enterprises (Trial Implementation)," applicable to skid-mounted stations used by logistics and engineering companies. The measures clarify a local management and inter-departmental coordination mechanism: the District Economic Commission coordinates planning, the Emergency Management Bureau manages safety, the Ecological Environment Bureau monitors oil products, and the Fire Department reviews the design. Requirements include a single tank volume ≤ 50m³, explosion-proof design, oil and gas recovery ≥ 95%, and automatic fire suppression response within ≤ 30 seconds. Registration requires submission of a business license, site certificate, explosion-proof test report, and safety commitment letter. External operation is strictly prohibited, and in-process and post-process supervision will be strengthened.
