The Nanjing Municipal Bureau of Commerce, in conjunction with emergency management, public security, and market supervision departments, launched a special campaign to crack down on illegal skid-mounted refueling points. In 2025, based on leads from Sinopec, 21 such points were investigated, of which 13 were added to the regulatory register, 5 were newly registered, 2 had no facilities found, and 1 was dealt with across regions. Prior to this, in 2024, 169 enterprises and 172 sets of internal facilities had been inspected, and over 400 potential hazards were rectified. The campaign focused on cracking down on behaviors such as "operating externally under the guise of self-use," "unlicensed oil storage," and "mobile refueling vehicles," strengthening the "three controls and three musts" responsibility to create a high-pressure regulatory environment.
